Judicial Establishment Judges Number
Those benefits blessings in as far as they depend upon
the conduct of a Judge depend partly upon the
state of his intellectual, moral, partly partly upon that
of his moral qualities.
His intellectual qualities again will depend
because the intellectual qualities of every man do
depend in the same measure upon his moral: and
it is only in as far as this dependence
subsists that his intellectual qualities can be
within the reach of the influence of law.
The due execution of the laws in
depends on the rectitude in as far as it depends
on the qualities & conduct of the Judge depends is maintained 1. on the
rectitude of his decisions and or of other operations
2. on their promptitude: for delay, every
particle of it which can be avoided without prejudice
to the rectitude of the operation, is injustice
while it lasts.

in as far as they depend upon the character
