A case still worse than that of the nullity
of all besides the President is where they happen
to split into parties. In that case there will
be two trains of cyphers useless cyphers,
headed by two men one of whom is worse than
useless, the President and the head of the party
that falls into opposition against the
President. Then delay increase gets a further
increase while the reputation of probity, and
but too naturally probity itself probity but
too naturally and at any rate the reputation
for probity diminishes.
Numbers then breed delay and increase of the
expence of litigation in a thousand ways. A single Judge has but one
will to express but one opinion to give.
He has no other opinion to wait for.
He has nobody to debate with to gain over, or
to quarrel with.
