I now proceed to the consideration of

I have rejected the positive. Justice to be administered
in the King's name. Why so? Why in the
name of any one? What is the meaning of
administering justice in this or that man's
name?

In planning the constitution and other particulars
relative to these Parochial Courts, I have had six
objects principally in view: on the part of the Judge
probity, intelligence and popularity, on the part of the
establishment promptitude of proceeding and frugality:
and above all publicity, the great safeguard to probity
on the part of the Judge.

It is with a view to probity and popularity that
I extend to this species of Judges the power of amotion
applied to Judges in general in Tit. III.
