the misfortune of which the judgment
can no where be placed in more proper hands.
It is in like manner with a view to probity
that so much is here taken on the subject
of publicity, that best guardian to probity of which more a little further on.

Precariousness of
authority? why
It is with a view to probity and intelligence
both that is for fear of a want of either both that I render the authority of this lowest order
of Judges determinable+ at any time by the act of

any of the parties interested is that of the inept superior judge and was by their own:
that is either by removal appeal remittal or
evocation or remittal.
It is in the joint view of intelligence and

grounds for removing
him
frugality and promptitude of proceeding that I
take the Ecclesiastical Minister of ever each Parish
as an ultimate but yet a provisional and ultimate recourse for the
falling of this lowest rank of judicial officer. In
him I am sure of finding in every Parish a man who -
- in a considerable measure of responsibility
adds an education in some degree cultivated, and
a high probability of a measure of intelligence
not altogether insufficient to the task: but in no
other description of man can I be sure of finding
any such person within such limits. Him too I
can have for noth any little when I have little
to give and even for nothing if I have nothing.
