Parochial 4 English Parsons A power so well guarded I would not scruple giving trusting
even with an English Clergyman notwithstanding the
wide inferiority distances which the differences in point of opulence
and obligation confinement to duty have established so much
to the disadvantage of his character in comparison
with that of his neighbours as well on the continent
as on his own island. Even under the present
system an English Parish Priest in spite
of his frequent opulence and still more frequent
haughtiness, an English parish priest howsoever
disdainful of those spiritual functions which by his brethren
on both sides of the Catholic as well as the Presbyterian persuasion
are regarded placed in the rank of
essential duties, I mean the comforting the afflictions
and superintending the morals of the lowest order
of his parishioners, is found to make no useless unserviceable
Country Magistrate in places which afford not
a layman of equal education.
The considerations of frugality cheapness and promptitude
of justice on the part of the establishment and of intelligence
on the part of the Judge have concurred
in dictating the provisions for supplying every such
territory with a regular-bred professional Judge whose whole
time shall be devoted to the duties of the office in
proportion as the quantity of business is found: render
such an establishment necessary and the opulence of the
