more narro equally contracted than they are
would be if determined by the Parochial division.

2. Another inconvenience attending the regular
division into Cantons is the losing the benefit
of the services of the Ecclesiastical Minister in
a judicial capacity, in the instance of all those cantons Parishes where their
extraordinary duty might be added without
overloading him to his ordinary ones. But another
compromise might be the g communicating
to the Ecclesiastical Minister of a Parish the
powers of a Canton Judge within the Parish, in
the instance of a poor or thinly peopled Parish remote
from the seat all such places spots in which it was
deemed worthwhile to place the seat of a
Canton Judge. The Such minister might even
be empowered to act without the limits of his
Parish if he thought proper, though without being obliged to it: as I propose a the Judge of a District
Court should be empowered at least, if not obliged in various cases
to act out of the limits of the District. Concurrence
in jurisdiction does much good by the emulation
it inspires: and it does no sort of harm: some
priority of occupancy is sufficient a mark sufficient
