Ends positive and
negative

for the sake of unity symmetry & analogy expressed
in a positive form of words — in a phrase of
a positive negative construction — are capable of being
expressed more naturally and perspicuously
by a phrase of any in the positive form: accomplishment
of the punishment of delinquence;
effectuation of well grounded claims.

Administration of
the several sorts of
satisfaction may be
considered to either
as an appendage to
punishment and as
such belonging to
the penal branch or
as the allowance
to many claims to
that effect are in
that point of view
belonging to the som
non penal branch.
