101. 1.
Art. 1. To just pursuit
and defence, expence
may, on divers accounts
be indispensably
necessary:
Consequence, to all
persons unable to
defray that expence,
Justice, unless some
means of defraying
it for them, be provided,
is denied — they
are left exposed
to oppression, each one,
at the hands of all
other persons.

So, to just defence.
Consequence all
who on the Defendant's
side are unable
to defray the expence
of any of the necessary
means, are abandoned
to oppression,
each at the hands of
every person, who
being able, is also
willing to employ
the power of the Judge
as an instrument
for the oppression
of others.
