On this occasion I shall be found (I hope) to have already rendered
sufficiently apparent the compleat inaptitude of the established system with reference
to its professed purpose and thence the inaptitude of without or even with my prudent
change in it: and thence the absolute and indispensable necessity
of a Code entirely new from beginning to end. This, supposing it
done will be no small thing done.
What is more pure will is write which in the
character of a proposed code all persons who feel inclined may
take in hand and take for the subject of consideration and publication:
and by this means towards ultimate communication

It might perhaps not be a great deal too much to say of it
that in its present state it might form a warrant for the appointment
of a Committee of the House of Commons, and the emendation
of it the subject matter of a of the labours business of such
Committee and while the Committee was occupying itself in the
requisite preliminary labour in its several parts (including what regards the
Judiciary Establishment which is already in or out of the press)
I shall if be occupied according to the measure of my ability in making such all amendments
as I find shall have seen in it a demand for.
