Reason for their hurrying — Fear of seeing real improvement
obstructed, and even improbabilized by the expence of new
Officers with enormous Salaries

Quere how many centuries would it take
to remove the already generally acknowledged abuses, at the
rate of progress at which the operation has been and
is performing by the recent Statutes and at present depending
on entreated Bills.

here to the old Statutes for amendment of the
Law.

No objection however to these: on the lo road to Reform
every inch made the step of a sloth is better than none.

Antecedently to the entering upon this hasty
edition I made the following an application of which what
follows is the tenor and the result

The application had two objects.

1. One was The having what prospect there may be under the new of an
a comprehensible rule of action and security for every
thing that requires to be secured

2. Further was the obtaining without expence to Government
some diminution of the sacrifice which the present
publication would necessitate in addition to the late sacrifices
which in the late same shape have been habitual and so
long as life remains will continue so to be.
