An all comprehensive Code of Substantive law, which having
for its end in view, in so far as the and the
frustrating few can be brought to admitt of it the greatest
happiness of the greatest number — each an all comprehensive part of it
present to the minds of all persons on whose conformity
to its instruments in attainment of such its end depends —
an all-comprehensive Code of Adjective
law, otherwise called a Code of Judicial Procedure
having for its end in view the giving, to the utmost
possible amount, execution and effect to the enactments
of the Substantive Code — such is the description
