..... When it was proposed some time
ago to have additional sessions at Salford, to clear more
frequently the crowded prisons of Manchester of their
inmates, it was objected, we understand, by Mr. Peel, to
the change, that were sessions more frequent, it would
not repay Barrister to attend them; and that without
the chech afforded by the presence of Barrister, the administration
of provincial justice would be intolerable.
It would thus appear that our prisons are crowded
with numbers who ought to be at large, because we
have so wretched a description of Magistracy that
they must be terrified into good conduct, like children.
