Of the proposed system these then are the leading features then
are the following:

1. Expense of laloculestate defrayed as far as possible by the public

2. Cases of necessity exception excepted attendance of parties in their own
case, not less unusual and persistent than that of their peers new parties
in the character of witnesses

3. Jury necessary precaution against abuse necessary expence
of evidence and professional assistance provided by the
public for those who are not themselves in a condition
to defray it
