three following: to wit

Art.13. For prevention of the commencement
calamity — that prevention of the commencement or of the
continuance of it as the case may be — application
may also be made to the a Preventive services functionary as
per Const. Code Ch. XI Ministers severally §§ Preventive
Services Minister; or to the Local Headman, as per Const.
Code Ch. XXVI Local Headman: §§ Damage preventive function. If for the rendering of the
service needed, powers such as belong to the Judge, and
not to the those two other functions respectively are necessary
then it is to the Judge alone that application will be to
be made: and if it be made to either of those other functionaries
the applicant will by them be referred to the nudge.
