Art. In the Constitutional Code throughout
may be se but more particularly in those Chapters
which concern the business of the Administrative Department
may be seen mention made of divers functions
as exercisible by public functionaries for the benefit of
the public. In the instance of many of those
if not all of them the functions of the same nature
and thence susceptible of the same denomination
are exercise exercisible and every where habitually
exercised by individuals as in the character of trustees on behalf of individuals
and bodies of men as in the character of benefitendaries
