In promptitude certainty
& cheapness this operation
must depend greatly on
the state of all channels
of communication

Upon the degree state of and improvement varies in other
respects, but more particularly in the state of the physical channels
of communication — the word by hand and ink, must
communicate for judicial purposes in respect of promptitude,
certainty and cheapness of course, be in great measure dependant.

Persons and things. On this occasion as on most
others that present themselves in the field of government in these
two appellations may be seen the results of a choice which
the necessity nature of the case exact the use render it necessary to make use.

As communication is
necessary for all other
purposes of life, so the
common channels are
the most advantageous
for judicial purposes also

As for some other purposes in all unequable variety,
character and other social and intercourse, trade
wholesale and retail, and the business of the several other departments
and subdepartments in at the official Establishment
so often in particular, the common and great aggregate
material of communication is the Letterpost who establishment

those which are applied
exclusively to the purposes

By peculiar understand the instruments of corresp

in question.
