This distinction though in itself purely theoretical is pregnant
with practical application not less obvious than
important. Expensive to a degree more or less known
by every body as even the least expensive a submode
of the special mode of communication: comparatively
unexpensive and economical may always be and
commonly is the general or say ordinary mode of conveyance;
especially as applied to instruments of communication in
the epistolary form.

The general mode —
the letter post the most
appropriate
By appropriate arrangements the general mode of
conveyance but more particularly the letter post might be
made to perform & with not less certainty and with
superior dispatch the service by which in present
practice some special mode of conveyance is commonly
if not universally employed but these details belong to
a more particular head
