Ch.
(6) (2) §.
13
Scarcely by any person legislator
has the relative amount
of good & evil been
calculated
Scarcely by any person Perhaps by/at the hand no one of those by whom the function of
legislation have as yet been exercised has their only true
measure of good and evil as dependant upon the number
of received due, if any attention. The sum which To him
is of no importance to him In his eyes soul the sum which
with relation to his own circumstance is of no importance
is in his eyes absolutely destitute of importance
What is trivial trifling to himself is in his view of the matter
trivial in itself. Of this error what is the cause?
Answer want of sympathy. But neither of sympathy
in this case there two modifications sympathy
sympathy of affection and sympathy of conception
and distinguishable as they are those intimately connected
with one another are these two modifications. Each
is to the other in effect and cause and effect. Of that for
which a man cares little his conception is proportionably
faint: and of concerning that of which his conception is faint, his
care and is proportionably inconsiderable
