out, there is no power to controul them upon
earth. Shut it out perf imperfectly, you have
a tribunal more or less tyrannical and corrupt,
according to the degree of secrecy. Shut it out perfectly,
you have an Inquisition or a Vehmire
council. Would you have Justice corrupt, shut
up your Courts; would you have it spotless,
open them: and open that them as wide as possible.
That prevarication is scarce ever so much as imputed
to English Judges is well known: it is
because the eye of a scrutinising public is of
upon them. It is this together with a very few
other features, which in spite of a thousand
other deformities mark of some such as deformity, makes the face of
English Jurisprudence still amiable in the
public eye.
