(3 §§.2. Rules
12. Let all offences causes deemed political constitutional (as per list hereinafter
given) be referred to a Jury, by the Judge above to the cognizance
of a Jury, ex debito justitia. [at the requisition of either
party]
134. A certain time after the pronouncing of the judgement in the
immediate Court being allowed previously to the transmission of
the Appeal, if should be appellant be unable by reason of poverty
to defray the necessary charges as above, let notice of such inability together
with the amount of such charges be made public according to such
means of publicity as the place in which the Court is situated
affords, to the end that any such persons as may happen to find
themselves disposed may bestow their contributions for that purpose.
13. To the catalogue of constitutional causes belong the following.
1. Prosecutions for defamation, or vituperation, whether viva voce or in writing
[or by other symbols] : permanent or impermanent where any person holding an office
under government is either prosecutor or defendant.
