Ch. or §§. Number of degrees ought not to be more than two.

That the number of degrees of jurisdiction ought not to be
more than two will be made evident enough by the same considerations by
which the propriety of an allowing the right of removal were brought
to view.

1. Expense Vexation & delay encreased
at every degree
2. Chance of right
decision not encreased
3 — but diminished
viz: by substituting
to the best tribunal acting
under the eye of the best
public one inferior intermediate
one.

At the metropolis is the best judicature, his aptitude secured sits the fittest Judge
with the eye of the best public to secure his aptitude. A To any Were the cause to be
supposed to be removed into any intermediate tribunal the cause could not be brought in the first
place, there would be so much the more expense, vexation and
delay: in the next place so much the worse chance for good
judicature: so far would the expense and vexation and delay be
from being compensated counterweighed in any the least degree by any counter
advantage.
