As to So much for . As for Chronical punishments considered as means of
producing compliance, they are in consequence of the compared with the action above proposed
a exemplified in any point of view , scarcely can anything be in any point
it of view worse adapted. For any length of time the application
attention may continue to be applied, and after all not be productive
of its intended effect: the wrongdoer all the while unhappy, the party
wronged all the while remaining without redress: without the
redress which under a rational system might have been
afforded in the to him by means of employing at the end of a few days, or what would
have been still better by physical action in the nature of compulsion and thus without need of compulsion
