Prospects in regard to reform

It having been seen what in relation to
judicial procedure, what it is supposed ought to be done,
it may be neither uninstructive nor unuseful to
to enquire and consider what, if any thing, toward so desirable as
is least unlikely to be done.

☞ Bring to view the several gradations — the present thus

Excepting in the case where by the depravity of the
practice this is that leading individual has found his own
the damage from this particular branch of the misgovernment to his own particular interest greater than
the advantage to it from the aggregate and all
comprehensive system, fear will be the source and
the only source from which as in all other parts of
the field so in this, reform can flow: fear of the the
indeterminate and therefore unlimited ill consequences
what may eventually by possibility befall the ruling few from discontent
on the part of the subject many

By this spring of action suppose a general disposition
produced towards reform to a certain stage and degree from what is
the shape which in the first place it will take? Answer
The shape will be that in which among on the part those persons
of the relatively influential class, it will find itself
promoted by the stronger strongest, opposed only by the least
strong interest. This Of all courses shapes, this will be the most feasible
With this it will be most likely to commence, and probably naturally at this common shape
