But though that which was for the accomplishment
of their respective desires was necessary to be done by both
could not by either party — by sovereign supreme or subordinate
be described aptly be clearly correctly and comprehensively
be described in general terms it was by both in a
certain degree understood by a sort of instinct. What
was understood by both was that in order to work it
was necessary for a man to lie and not simply to lie but
to lie in a certain degree unmolested while employed in working
and that therefore whatsoever was had been felt or observed to produce
molestation on the part of the labouring/working hand should to a certain degree if possible for it for
be prevented from having place in future. What was at the
same time felt or being continually to a greater or less
extent presented to eyes and ears and eyes was that who
molested in any way by any body — whether by their
masters or by one or other, the people made a noise
and by this noise became troublesome troublesome that is
to say not only to one another for that vast but
to their masters that would not have been an object of regard —
but to their masters themselves: for these men to repress
more or less this same habit of molestation being manifestly in
the power of their masters and of none but their masters to the case of the masters was

these two intimately connected principles may very accordingly be comprised the
instructions given by all Kings of all Judges: the whole
