With these instructions Thus instructed for their guidance, the Judges
sent set to work and formed the elementary matter of legislation.
They observed that when by any cause a man was
prevented from working he ceased to work: and which for providing the means of continuing his existence/keeping himself betakes himself
to plead; to plead
at the expense of any one
whose property comes with
his rank Kings and
Judges not excepted. they confirmed that
if a man did not regard himself as being in some degree
secured in the possession of a part at least of the produce of his
work labour he would not labour. Then when a man came to them
complaining of his being disturbed in the possession of something which
he said was the result of the labour or in exchange for something or obtained from some one else
which was the had been the produce of his labour they listened to
him and carried before them to the individual complained of and in
this foundation was built the jurisdiction of the judicature called
the Court of Common Pleas.

The remedy given by the Exchequer took the place of that given by Common Pleas and Kings Bench
