1826. June July 1
Procedure or Penal Code.

Ch. Preface or Introduction
(2 §. 1 Judges &c exposed — why?

If in addition to such unquestionable direct and positive evidence, any
answer to this species of presumptive counterevidence can be needed
such answer is not wanting. It is by the enormous
generality/mass of wealth and power extracted extractible out from it by themselves for themselves
that they have all along been engaged to lend each of
them his hand in the creation or prescription of a system so productive
in of misery to so many millions of their fellow men. As
well might the impossibility of international peace be inferred from the
high situation and high-sounding titles of themselves in depredators and oppressors in the situation of
whose favour a system of unprovoked aggression has to
in conquest as the impossibility of justice in the prompt grand judicature /decision form effective
form the habit practice of dilatory decision procedure so pertinaciously
maintained and preserved is as above.
