Of the natural and miserable enemies of the people
of the consequently sworn enemies adversaries of justice, security, reform and
improvement the course of proceeding is altogether natural, and
by experience rendered notorious

When anything good is proposed the first
course taken expedient employ is to oppose it: to set an array against
it the limited powers of scorn and ridicule

measure — the taking it
into their own hands
for the purpose of
producing delay and
deterioration

When this is found entirely or but partially
successful — the beneficial measure giving ground notwithstanding
the next measure is — to take it into their
own hands. This means of course delay and deterioration:
