Real endeavours to
give encrease not
diminution to delay
vexation & expence of
judicature

Men who after long continued and enjoined deliberation
speak of warring upon warring, and remonstrance upon remonstrance
have persevered [to] give establishment to a plan
by which profit to themselves in the accomplishment and result
of every addition made by themselves and others to delay vexation
and expense in judicature — is it possible for any man
above the degree of a Traveller really to believe that it has
been this vast an endeavour or not to make deputation
from these re evils, or to forbear from giving encrease to them
the greatest practicable encrease.

With such a constitution
what hope? — when the
people actu sit still &
a single voice alone
lifted up against the evil

As Now in either house severe and
flagrant as is the abuse, where are the voices — so much
as the single voice that lifted itself up against it.

And that constitution if any existence it had — but
would that constitution be that could not on such
an occasion produce so much as a single opposite
voice

with suit, of plunder and oppression what
