If the labour, and that not to the writer only but to the
reader also, be considerable, the recompense remuneration will not be slight.
Suppose the ends in so far as they are compatible – suppose them
after having been fully comprehended in theory, suppose them to have been fully
accomplished in practice, perfection is attained. Problems of
though the whole population of the globe, had they no
other employment – would not find any thing to add to it.

If to have reached the pinnacle of perfection by every
thing, seem to have obtained a of it, if it be a clear as
well as comprehensive one, is no small matter.

Perfection not being the lot of humanity an attribute of human practice in any line, it
will not be in this. But though observation from the time the compleat absence of
in this as in every other line, the compleat absence of aberration
be , here as elsewhere, shew clear and distinctyet to him a measure of the degree of aberration mode of measuring
will be of no small use: the standard of perfection
being fixed, the approaches approximation made to it may naturally be expected
to be every day nearer and nearer, as long as the species
lasts continues in existence.

Taking the several ends together, first severally, then collectively,
the proximity of the approach made to perfection in within any given
species length of time, will be mainly as the number and value
(the value of such multiplied by the number of all) of the instances
(the individual instances) in which within that space of time the
several ends have failed of being fulfilled.

With this or some such before him his eyes let the legislator under
his observations, collect his facts: to this object let him direct his
statistical collections and enquiries. See Pre-appointed Registration use to the legislator.
