Life itself is in no small degree, government exclusively altogether
a source of evils. From where the end in view, the object aimed
at is of a nature opposite to evil – is a good – a
positive good, the absence of it may be in so far considered and spoken
of as an evil, and thus simplicity of nomenclature and comprehensiveness of
arrangement may be preserved.
