In the department here in question as in every other government
is but a choice of evils: positive good is the work of
individuals individual man, working under the protection of government, seldom indeed
of government itself, to choose to give admission and establish the least of two mutually
repelling expelling evils is almost its sole occupation and resource. To For every end therefore
there exists a corresponding and opposite and corresponding
evil: in the expulsion of the evil, in so far as it is expellable,
consists the end.

Even where the evil in question consists in nothing worse
than in the absence, the negation of some positive good, in which
case, in point of logical form its denomination should be negative,
still for the convenience of discourse it will not be
of some logical negative denomination.

In respect of logical form quality character, affirmation positive and or negative, whatsoever
be the denomination of the evil, the quality of the corresponding
end, wil that is of the denomination by which it is expressed,
it will of course be opposite. In the catalogue of evils here
in question, the greater number will be in point of denomination, be found to be of the positive cast.
In these instances the denomination of the corresponding ends will of
course be negative. But in other instances, and these the first
in the order of conception as well as importance, the denomination
of the evil will be found to be negative: in these instances therefore that of
the corresponding end will of course be positive.

The picture would have been more uniform, the conception of
it more facile could the denomination of the end have been rendered reduced
in every instance to one and the same logical: could it at have been rendered either in
all instances have been either positive, or in all instances negative.
But language, a stubborn coarse and awkward tool, the work of
unskilled workmen, must by every man with very little if any improvement
be taken by each
artist as it is, nor can
it, be his dexterity
what it may be rendered exactly obedient to his purpose.
