Ch. Of Reconciliation-Offices – Bureaux de Conciliation
Within no great length of time, an institution has made
its appearance, pregnant with a sort of mystery, that contradiction, what
requires no small degree of attention to unravel it in the unravelling of which the sagacity of one would not have
been ill employed. I speak of the sort of Court or Office
mentioned for the first time within my observance mentioned
in the year 1791 on the among the projects of the French Constitutional
Assembly, established thereupon in France, since then that time in
Denmark and now more are really among the constitution
proposed for adoption in the projected Russian Code.
Seldom has the world seen an institution a project more conforming
in its exterior, still seldom if there be any faith in figures, an institution more salutary
in its effects. Never was an experiment more decisive:
never a lesson more instructive. I mean to all who have not
sworn not to become wider, than their or not to become wiser.
In France where it was first tried, its future was compleat it compleatly failed
in Denmark its success has been equally alike undesirable.
Its very name was enough to a note of ignominy
in it in a reflecting mind – a scheme of bare-faced
absurdity, of which having hypocrisy for its apparent efficient cause, corruption corruption for its
and oppression for its probable result. An office in which
litigants were to meet and to be reconciled: as of two men
who really chose wished to be reconciled to one another could not find
a place to be reconciled in, without going into an office!
