Ch.

If in the instance of such a multitude of religions, theology
according to a universal and universally reciprocal observation as is reciprocally observed, had no other end in view than the power
exaltation and enrichment of the contrivers of them the priests, why
should jurisprudence have any other view than the exaltation and enrichment of
the lawyers?

In speaking After saying so much of the true that is the proper ends
of procedure, the work disquisition would be very imperfect, if it said nothing
of the false – or rather of the improper. False we
can not say here, lest it be taken to mean imaginary. For
however improper, whether the end be an imaginary one, may be
judged from the whole complexion and every part of every established system of procedure
produced in the way of jurisprudence that has grown up weed like in the field of jurisprudence.

Were not both sets endowments of workmen of the same human mould tendency
composed of the same materials. In this instance as in any others
is it in the nature of man that the operations of man, should be
directed willingly primarily, and generally, to any other end than
that pointed out by self interest? Would not those men be different
from men, would not they be more than men, but more than faultless, a sort of if
it were otherwise?

Suppose this to have been the end every thing is plain and
easy: suppose the proper ends to have been the real ends –
suppose the discourse of truth, the administration of substantial justice
above all suppose the avoidance of unnecessary delay, vexation and expence to have been
the real ends, every thing is inexplicable.

Embrace the first supposition, all history confirms it; embrace
the other all history not only all history but and above all the
system of jurisprudence itself, contradicts it on every page.

But justice is administered: such are terminated. Unquestionably.
For How could it be otherwise. If justice were not
the predominant result, the power exercised would not be never have been submitted to:
and it is only by accident if lawyers are better served by ultimate
injustice than by justice. But look at the expence, the delay
that tend to it and the vexation that flows from it – look at that
quarter of the prospect object and then see whether, upon the supposition
of a total neglect of the proper object end – and if the exclusive pursuit of
the improper are, things could have been much worse for the suitor than they are.
