Procedure

Into every mind therefore, , so to speak for shortness
has implanted inferred a portion, how faint soever it may be in some
minds, of that pure and ætherial spirit – called the love of
justice. In no state of society however savage will the
man who stands invested with the powers of judicature, find
it safe or practicable altogether to disregard it. Justice
being what he must always appear to be bent on doing practicing, justice
is what he must constantly profess to be bent on doing practicing, and
even do practice in great measure, but the that mask put on by
his professions should be too transparent to answer its purpose become too thin for use.
The Negro Judge who poisons his victim with the red water, does
not administer it as poison, but as a test of truth.

If the universally procedure implanted love of justice, be anywhere
replaced either by a total indifference to justice,
or by a affection for injustice, it can only be in
the bosom of him in whose eyes the constant and
gain by justice, outweighed
prospect of the universal gain in
which he is a sharer – the gain by justice, is observed by
the prospect near nearer view of the particular and more palpable
gain which a particular profession enables him to
draw or hope bids him hope to draw from the fountains – the but too copious
fountains of injustice, of which the keys are in its hands.
