Procedure

Rapine, in some whatever sphere, more especially in the highest
can not collect seldom gather in the whole of the plunder with its own hands.
Neither justice, nor its attendant injustices, being capable of being
administered by the Monarch, to any thing like the extent of the
demand for justice, it becomes necessary for him to turn over
the business, as to by more or less of this sort of business, and at length the whole with here and there only a select chosen exception
to the hands of his retainers people about him, who in proportion as their
occupations of this kind grow into stability commissions required derived stability by from practice, were distinguished
by the name of Judges. Hunting in the name Pursuing the game and for the
benefit of their sovereign master, these hunters of men could
not altogether be prevented from hunting and foraging for themselves.
Some small A salary, though after all allowance made for
the depreciation of money, a most trifling and inadequate one, was
given to each of them, to engage him to undertake take upon him without repugnance
