Procedure
Of In regard to all these several ends, here characterized included by the
epithet false, no man, not even a lawyer, unless it be
in the instance of the last upon the list, will deny it is supposed dispute
the propriety of it. What he disputes will be – not that
in point of morality it would be improper to pursue them, but that in fact they
never have been, at any rate at present they are not
in point of fact in any degree pursued.
How far an allegation to this effect would be correct, consistent with
experience will be seen when we come to speak of the causes of
the several inconveniences opposite to the several modifications
of the proper true and proper general end – an enquiry which will be the subject
of the next chapter.
