being announced it was better it should be openly announced, in the character shewn neatly
and as it were assiduously insidiously assumed, announced, in
the character of an allegation waiting for proof, than the assumed as a
matter of fact too notorious to stand in need of it proof.

In fact, had not an opposition in some degree or
other existed between the actual state course of the system, and the
course indicated by the several branches of the only legitimate end, their
work would have been nearly without object, discussion examination would
have been labour without end had In the perfection been
attained. In that case perfection would have been attained and inasmuch as for unascertaining a perfect state of things much
less art and labour labour and skill is necessa sufficient than was necessary
for the attainment of it, explanation and discussion, gratifying
or not to curiosity would have been almost if not altogether
without use.

At a period so early as the present, perfection is not
expected, at least by any considerate mind at least, in this
or any kindred branch of human industry: degree of
from the legitimate end some degree of deviation, will of course
have presented itself as unavoidable: but, how near the actual
degree of deviation has approached to a compleat and diametrical
opposition, would scarcely have been conjectured conceived
by any common examination less close than that which has
here been given to it.

For tracing the outline of the existing system, in the state in
which it may be seen we any where and every where, a few words
indeed may serve: the few, the wealthy opulent, the few being up in a state of
protracted torture to be stripped: the indigent, the many, the vast majority
of the people, put by a proper an inexorable degree out of the protection of
the law thrust down into a state of perpetual outlawry.
