Unfortunately with the few exceptions that under the narrow limitation will hereafter be brought
to view, neither of these conditions any where has ever yet been realized;
the interest of the workmen has been widely different diverged most widely from
from that of their employer, if either the people at large or the
sovereign are to be understood as characterized by that name,
and even had they had no other end in view than the their endeavours been directed to the other end
interest of their the employer, intelligence adequate to the
framing of a system adequate to the accomplishment adapted to that purpose of
that end could not at the outset, not to speak of present
times.

On this occasion To enter into local differences – to speak of the situation of things in this or that
country belongs not to the enquiry in its present stage of the enquiry
of those distinctions peculiarities mention will be made in their place.
To speak of the system of procedure pursued in any country
in this or that particular sort of case, is another topic
which will not pass ultimately unnoticed, but which can not in
any further than by this general allusion in allusion thus general any detail be noticed in this place. To speak in any detail of
the causes by which this want of coincidence, this deviation,
this contrariety has been produced, is another topic
which must also for the present be . Be
the cause what it may, such (it will be seen) is the fact
that in every civilized country State at present in existence, the
persons hands by whose whom the foundations of the system of procedure
have been laid, and the work brought down to this
our times, have been a class of persons whose professional and which as much to say thence whose personal interest
has been so circumstanced arranged as to point run in the a
course wanting little of being in a state of diametrically opposite to the
interest of the community at large – the aggregate body of those to
whose interest the work ought to primarily have been principally, and was all along professed
to be exclusively directed.
