In France, I mean understand in feudal France, a different scene
presents itself. A single person a King with a sword constantly
in his hand: with occasional assemblies of the people, or something
like the people, as rare as he would continue to make them
never to meet again if he could help it: in the intervals,
power knowing no other seat, fell undivided into his lap.
Constant power had for its companion as equally constant poverty indigence.
Meantime judicature was necessary; for without it society could not subsist keep
together
without it: without it it was impossible to him to keep an
account of his dependents, in a state of obedience to himself.
Men could not be forced to fight judge constantly, and at the same
time to judge tolerably, as they could be found and were forced to
till the ground or to fight. Without being forced paid a man would
not give his whole time the greatest part of his time to judging: yet nothing less than his the greatest part of his
whole time was necessary. What was to be done? Meantime The King
had nothing to give them: or next to nothing: – what then
was to be done? He called the his Judges to him and said to
them: See Behold there are your suitors, you may do with them as you
please: make will: get out of them what you can. Should they be restive unruly
this sword will quiet them. That the his Judges might do
his business gratis, he thus sold his people to his their Judges.

The Judges were not idle: they made the people worth so
much to them, that their offices themselves became an object the King he began to came at length to behold in their offices.

was at an end.
