When If every feature of depravity of which a system of
procedure is susceptible were were meant to be ascribed to
it at once.

The worst character which it is possible for a system
of procedure to deserve is that of being in all its parts throughout at variance
with every end on the question of justice. Whether That character may
not be with the strictest truth be ascribed to the technical
system, in general, and to the highest edition of
it in particular, the same judgment may be formed will appear from the sequel of these
pages.
