I Emigration of artificers: among offences
against population, and offences against national wealth.

I don't know whether I ought to mention it
as a matter of advantage the efficacy it would
have in preventing the emigration of artificers
and the like: if in any instance it should
appear to be consistent with utility to render
the country a prison to the most valuable of its
inhabitants.
