To punis

To punish a man in his person you
must have him present: to punish him in his
property, it may also be necessary you should have
him present: that you may make him
deliver it to you or tell you where it lies.
To punish a man in almost any way whatever
you must know who he is: you must know
not only that such or such an offence has
been committed, but that it was such an one who
committed it. [Now] if the case were such
that you could be sure of knowing him as soon
as the offence was committed, it would answer
every purpose: you would have no need
to wish to know anything of him before.
But the case is just the reverse: so soon as
he has committed any offence for which he
apprehends he may be punished, so soon does he
study to prevent your knowing anything
about concerning him, how indifferent soever he might have
been about it before. If anything then be
done to a man to make him known, and lead shew
you
