I should never have done were I to mention
the British statutes which are made waste paper
by this defect. I can not help suspecting that
the notion of obviating it may, unknown perhaps
even to the authors themselves, have have had some share in giving birth to some of those
frantic statutes in which we see the most trifling
peccadillos put upon a level treated upon the <add>same footing</add> with the
most atrocious crimes. By the 9
