Anxious to find the shadow of a reason for laws
which otherwise it might be thought could hardly
have been made any where out of Bedlam, I would suppose
that possibly it might have reasoned that
the objects of these laws even persons not likely
to be fathoming, and that therefore it was proper
to punish them which provide the case with <add>with</add> such a punishment
as imported the power of arrest. This too may
be called indirect legislation, but indirect legislation
turned topsy-turvy: legislation doing a vast deal of mischief for the sake of doing a littl little
good which might be more effectually done in another
way the ordinary way.
