A provision of very extensive use would be
a regulation of procedure, obliging every person
upon being being summoned solemny summoned to declare
himself, in such sort that, justice may
know when to meet with him. The efficacy
of such a provision might be tried as far as it
went: but the veracity of the account answer given if
any to such a provision would be comparative
but precarious without the constitution
of marking to ensure it.
In large cities towns when the government piques
itself on the strictness of the Police as in France
and several other parts of Europe it is common
practice to oblige persons strangers upon
their to give in their names upon their entrance.
In Paris, Berlin, and other places the precaution
is carried farther and the owners occupiers
of inns and lodging-houses are obliged to give
regular accounts of their guests. The nature nature <add>design</add>
for of this is that if persons known already to
be of bad character should make their appearance,
the fra police the have the opportunity of
apprehending them in case of their being proof sufficient,
or of not keeping a watch over them. an eye to their behaviour.
The expedient has some uses, because it is more
embarrassment
