At present where the aggressor wrongdoer is a stranger unknown
to you there are two obstacles to circumstances which prevent his being amenable to
justice: you don't can't so much as know the name he bears assumes at
present: and if you did you could do not know
whether the name he bears at present is his
true one real name. Against both these inconveniences the
proposed institution is an effectual remedy: you
may see at any time the name a man what
a man's name is at that time; and the name he
have once he bears for ever: I have already I shall hereafter
mentioned have occasion to propose the forbidding making it penal for
a man to change his name without taking such steps as shall ensure
the notoriety of it to change his name:† † be the offences necessary this
institution if it did not supersede make it unnecessary to the occasion necessity
of establishing establish such a penalty would supersede the infliction of it by rendering reducing the
chance of impunity to nothing.
There is also another inconvenience to which
the proposed institution would be an equally effectual
remedy: and that is the inconvenience
that arises from a multitude of persons having
