well as more expedient that the contracting
parties stipulation should confine itself to those

may get footing. I Local Laws which are
the offspring of local prejudice would remain
bounded as at present confined by the limits of the country
which gave them birth: and so that upon the whole
the better title a law had to general adoption

had he best claim to foreign assistance would
stand the best chance of meeting with it.
