Let Conceive the dominions of the state to be divided
into and subdivided into certain districts. I
will take for by way of example the Eu British division in
use in Great Britain into Counties, Hundreds
and Parishes. Some Of these Parishes some will
be too large: let these be divided again into
subordinatate districts which in the Country may
be called hamlets , and in towns, may be
distinguished by the name of wards.
Let an account then be taken of the number
of houses in each hamlet and ward ; and
of the inhabitants [for the time being] in each house
