General Survey. Marking the mark should grow illegible to such a degree
as not to admit if being restored. The final mark which
is to answer the purpose to the end might be
imprinted at the age which to most professors
might be deemed the age of responsibility: for
example that a little of puberty or a little before. This final mark should
at any rate be upon a part which either was
always uncover'd or upon occasion might easily
be so without trouble even though resisttance were
to be made, and without offence to decency.
In the preliminary mark imprinted at birth these prints would not
be of so much importance. At this period the
place might be either under or immediately above
the knee in the manner of a garter: or from the
upper part of one shoulder to the other.
Travellers returning Persons who at the commencement of the
institution happen to be out of the country
dominions of the state might be marked at the
first town they happen to come to: and s so with
regard to children who by reason of lineage are
deemed of the state.
