False distinction between Public & Private Offences
Burrow Manif.d 1825 in I Barn Cheat 315.
There is no off Private offence that if known is not
Public in it's consequences. But there is a large
class of offences which are Public without being
Private: which will in time or may come to affect some
individuals but which can never be known to affect
any assignable individuals in particular.

Theft &c.

From the moment [a Trader is declared a Bankrupt]
on which Bankruptcy is declared to have commenced
the goods of the Bankrupt become the property of his Creditors — not
to give an account of them is therefore Embezzlement

If then he is punished as much for stealing
embezzling a smaller part as for embezzling a
larger part, if he she embezzles any thing he will embezzle
as much as much as he can. with one

Wherever a man, steals &c only to make up a
particular sum proportionable punishment will be

The great objection to consolidating Acts, or rather
to consolidating new provisions into the old
Acts is that then the whole becomes new, so that
the party that opposes the new provisions spews out
the time by declaring the old provisions de novo

The remedy would be to make a standing order resolution
that it is the opinion of the House that only new provisions
ought to be the subject of debate. But this difficulty
would be effectually obviated by any method of considering</p>
